This description wasn't very clear to me and I had to read it multiple times to figure out what (I think) you meant. But let me summarize and see if this is what you intended?

Rule 1: You may purchase 1 vessel per arc if that vessel is at your Wealth Tier.

OR

You may purchase a number of lesser vessels per arc as shown by the table. The number of lesser vessels you can purchase per arc depends on the number of Wealth Tiers below your Wealth Tier they are. Put simply, rather than purchasing 1 vessel at your Wealth Tier,

-You can instead opt to purchase 2 vessels if they are 1 tier below you, or
-You can instead opt to purchase 3 vessels if they are 2 tiers below you, or
-You can instead opt to purchase 4 vessels if they are 3 tiers below you.

Rule 2: You may also purchase a number of additional lesser vessels per arc as shown by the table, but only IF the additional vessels are more than four Wealth Tiers below your Wealth Tier.

Rule 3: Any vessels purchased above your Wealth Tier will cost you a number of Wealth Points as shown by the table.

Why does a tier 10 ship cost more to someone at tier 1 than it does to someone at tier 5? Shouldn't the price be the same?

No, the price shouldn't be the same. Because... it is assumed that you are putting SOME of your own wealth towards it. So, at Tier 5, I'm taking into account that you have SOME (not enough but some) disposable income because of your Tier.

Also, why do the numbers for purchasing ships with wp follow the patterns they do? For example, tier 1 follows 5 10 15 20 30 40 50 65 85.

Yes. It's 5 WP per Tier for Tiers 1 - 5
10 WP per Tier for Tiers 6 - 8
15 WP per Tier for Tier 9
20 WP per Tier for Tier 10.

Basically, so that the difference in quality overall (because purchasing a ship now means having the equipment too, etc). Does that... make sense? I'm totally chill if it doesn't, let me know. You know me and maths, now, yes

So since I am one to get caught up in the details (and take things way too literally at times), I am wondering about the clothing section. Different materials are listed under different garment qualities. Hemp and jute under poor, and so on. You also have descriptions of what dyes, accessories, and so on are available at each quality level - which I love.

But. What if you wanted something like...say a wool nightgown. Wool is considered to be an average quality material. But what if you wanted said nightgown to be dyed multiple colors, or with a rare dye. Maybe with a lining added for extra warmth, fur trim at the bottom, and a really nice/fancy bead work decoration on the chest and wrists. Something like that seems more likely to be of good or even masterwork quality rather than average (which used the competent level of the required skills to make). How would you price that? Would you need to choose a material listed at a higher garment quality since the work going into it is of a higher level? Or is wool available as a material choice in any garment of average quality and higher?

You'd default to the highest Tier needed. Because the wool, in that example, can be used by someone at a higher level of skill. So, if you're wanting any part of it to be masterwork, then masterwork it is.
