I see that wells have offensive and, in some cases, latent power. Do you have to pick between one or the other when you're crafting an item or can an item utilize both properties?

I had some questions about magic that I came across while reading earlier.
Necromancy:
How long does it take to raise someone who just died? Is it an instant thing, or is there some kind of process? I couldn't find any mention of time on the page.
I understand that to remove a spark I need to talk to a mod and all that, but I was wondering if it must be done before a character reveals. Or put in other words, can you remove a spark if you've already revealed?

Hone's speed rune allows us to move faster but not think faster. If we are not lucis and therefore don't have access to the rune that lets us process mentally at faster speeds... how fast can we reasonably be?
