Éminence Grise

As someone reluctant to involve himself in direct leadership positions, Woe has become adept at influencing the levers of power when they are in another's hands. As such, once per season, while interacting with a government agent or agency, he can manage to float a policy idea or argue against a single, current proposal without it being known that it was his idea or inclination to do so. In this way, he can influence government operations anonymously from inside or outside of it.
