Below is a composed revision of the Shadow Quarter; something I felt might help promote their presence in Rharne a bit more. Suggestions are welcome in this as they can help further build it into a more prominent faction, as I hope this creates more opportunities for plots in the city further down the road.

The Shadow Quarter

Every city has a dark underbelly, and Rharne is no different...

The Shadow Quarter is not a physical space. It is the name given to an underground group that specializes in illegal goods and illicit dealings. Some call it the black market and others call it a network. Regardless of what one chooses to call it, one thing is for certain: it is a place where darkness exists, hidden from the city's light but thriving nonetheless.

Some aspect of the Shadow Quarter exists in every Quarter of Rharne. While most citizens know of the Shadow Quarter through whispered rumours and gossip, very few know exactly how to find it let alone reach those part of it.

The Shadow Quarter is not a physical area of Rharne that one can wander through. It is a section created by whispers and rumours inspired off the networking and multiple coverups that Kingpins of Rharne use to stay wealthy and out of prison. It is comprised of criminals and cultists who slither within the shadows using blackmail, bribery, and/or underhanded tactics to retain what they desire. Those that try to involve themselves in the Shadow Quarter usually wind up clueless or missing.

It’s not recommended for anyone to waltz around Rharne asking where to find the closest dirty money maker. The ‘Shadow Network’ is a secret among trade as even the Merchants Guild will not share the names nor whereabouts of these people and associated parties. Repercussions are interlocked with the opportunity of knowing such information and oftentimes involves a few bodies popping up here and there. However, if one is smart about who they associate with, they may find themselves in front of a Kingpin striking up a deal. It’s all in who you know and how you play the game that will give you access to the Shadow Network.

Which is why it is highly important to decide which Kingpin one might seek to bargain with, as each and every individual Kingpin moderates a certain aspect of Rharne's black market. Some would consider these aspects their territories, boundaries that the others should respectfully avoid at any cost; as the mutually beneficial relationships are key for each Kingpin to prosper in their governed territory. However this isn't always the case for those who work near the bottom of the ladder, and thus the disputes that might occur within are swiftly put to rest through a fair means of compromise. It's when an asset continues to cross the boundaries however, that the Kingpin in question will make sure they're a loose end swiftly tied; to keep their part of the balance maintained without any question.

Delana Gems
Delana Gems are green crystals that are ether soaked and imbued with special enchantments that conceal all who adorn them from the eyes and perception of an Immortal. Named after the legendary Original Being who supposedly escaped the Great Shattering, Delana Gems are very rare to come by and are most often found when a powerful mage is nearby, spelling them into existence. If done correctly, these gems will glow a soft green when an Immortal is attempting to find the individual wearing them, regardless of distance.

OOC Note: All Kingpins and even some high ranking goons wear Delana Gems. All Kingpins must be given Moderator approval to use in RP.

Magniconeli “Cheshire” Eiretor

Known as the “Cheshire” throughout the network, Magnic is one of the Kingpins of Rharne and has been residing in the city for arcs now. Due to government investigations, he is about to move operations once more. Cheshire carries with him a special amulet that somehow repels Immortals, hiding him and his illicit activities from the reigning ruler of Rharne.

Cheshire is involved with trafficking drugs, slaves, and alcohol to and from the city. He has a number of affiliates both in the government and beyond that help cover up any mistakes his employees may cause. He keeps all of his connections close, both by blackmail and dirty money. If he was to go down, a number of other people would follow.

Those that are employed under his operation a paid handsomely, not only to keep their mouth shut but to ensure the success of whatever tasks he places them on. Should his employees fail, he is known to dish out cruel torture before ending their lives.

Yoora “Witch Doctor” of the Veil
Yoora is known for her impeccable beauty and enchanting, mesmerizing demeanor. Some wonder is she is a lost heir to some noble family of Rynmere as she carries herself with such grace and fluidity of which might take someone a lifetime to master. She is the Witch Doctor of Rharne, specializing in a variety of powerful magics and enchanted items to keep her both anonymous and protected.

The Witch Doctor specializes in drug and poison craft, often manufacturing new, enticing drugs that as tested on unsuspecting people— mainly the Cheshire's goons. She makes her profit off of commissions from the other Kingpins, often charging an arm and a leg for the items she makes, however, she never fails to craft something both beautiful and powerful.

She is a deadly woman who hires only those who’ve proven their worth to her. The Witch Doctor trafficks poisons, deadly addictive drugs, and enchanted items that could cause massive damage.

Thanec “Practitioner” Golovanis

The Practitioner meddles in the darkest forms of worship and is said to have achieved blessings from those Immortals who seek to rid the world of humans. He is a spoken mirror to those Immortals, pressing faith and worship where there should be known in the darkest corners of the city.

He has use kidnapped victims as sacrifices during his occult rituals, sacred animals, and torture to show favor and devotion for those that deem him worth. Psychotic and verging on madman, the Practitioner sweeps those who wish to be faithful to his Immortals under his wings, showing them how to commit to the faith with mind, body, and soul. It is said he’s used his own, fellow worshipers as blood sacrifices or has commanded the flaying of few for his devoted cause.

The Practitioner is devoted to Faldrun, Sintra, Kata, Aelig, and Mastes. He buys slaves and drugs to use for sacrifices if he cannot manipulate others into it.

Randelle "Private-Eye" Nuccio
Private-Eye is one of the Kingpins who isn't afraid to branch out, let alone get his hands dirty, when it comes to taking on the darker and tougher jobs within the Network. This has led him to be quite the resourceful and tactful purveyor of numerous goods, as he focuses mostly on the smuggling of rare and exotic materials above all else. He is a shrewd and cold man that isn't afraid to punish his own personal contacts, and those who might cross him are certainly better off wishing for death otherwise.

Randelle is no stranger to the aspect of dirty work as it had been one of the things he'd grown up doing, taking on whatever difficult jobs he could as a regular mercenary for arcs; that is until a meeting with Cheshire roped him into the bigger game eventually. While Private-Eye holds no particular interest in the political aspects, much less the relationships of the Shadow Quarter, his investment into the organization clearly demonstrates a strong sense of business nonetheless. Those considerably his underlings have quickly developed a shared sense of fear and respect, as the work he introduces is always rife with dangers and risks along the way; however the rewards he offers in return are also what makes working for him worth it.

Private-Eye is the kind of Kingpin that holds almost no morals, so long as the rewards are worth the risk in his book; then the job is worth getting done regardless of what it entails. This leads to him being probably the second most profitable, if not just as dangerous, as the Kingpin Cheshire himself when it comes to the Network.

Bennigan "Honeyhand" Willington

Bennigan has earned the Kingpin name "Honeyhand" from the fact that he, among other things, handles deals and trade with clients among the Merchant's Guild. He is above all the expert in business and money handling when it comes the black market, and thus is the go-to man of the entire Shadow Network when it comes to bartering with stolen goods. Not only is he in good with those who have high amounts of coin, but he also has enough leeway and resources to run a counterfeiting service, in which many forgeries are produced to promote the profitable gains within the black market.

Honeyhand is a greedy if not proud man who owns several businesses of his own, though they cater more to private patrons in comparison to the local ones found in Rharne. Bennigan is a businessman with wicked silvertongue and overbearing personality, nearly indomitable when it comes to making a business deal he wishes to make. Bargaining with Honeyhand is a greater risk as he knows the great game, which is why he plays it with the big spenders found within the Merchant's Guild. Some might even consider him a genius in the way of bartering and coin, others practically mad because of outrageous he can be when he does begin to barter.

One thing is for certain though; Honeyhand knows business and isn't afraid to make a gamble. However when a prospect tends to fall short of on their end of the bargain, he'll certainly go out his way to make sure that they watch as all that they cherish are slowly taken away. Bit by bit they will lose everything that they care about, until finally they are left broken with nothing before rotting in the deepest cell of Rharne's dungeons.

Grindel "Tipster" Harvordson
While he's considered the least profitable and less trustworthy among a few of the Kingpins, Tipster has proven that a substantial amount of wealth can in fact be obtained through information. As he's popularly known for the fact he spreads word, whether it's the right or wrong, throughout Rharne somehow it manages to reach every ear intended. Those in the Glass Quarter who utilize his services for information often bid against one another, earning him a fair amount of profit when it comes to selling out to the highest bidder.

Tipster doesn't just utilize the rumor and squabbles of the nobles either, anybody within Rharne worth talking about is fair game to him. Plus he is also a sensible man and understands the value in protecting information also, enabling him to level the playing field for all his contenders when it comes to gathering intel. However no one in Rharne is truly safe from Grindel as he possesses a wealth of information, and the resources to ensure the continuity of that possession should anything happen to him. He is a very bold but also very calculating man, quickly making a hobby to study a new subject of interest from time to time.

Those who might dare plot against the Tipster won't get very far, as he possesses eyes and ears in just about every place in Rharne. Thus once the hint of conspiracy is traced, he is quick and relentless to damage the reputation of the individual in question. Enough to the point where either the subject in question has been driven out of Rharne, or disappeared from the face of Idalos entirely once the damage has been done. This is how the Tipster has remained a vital part of the Shadow Network, as the information he feeds them always ensures their lucrative success and keeps the authorities off their trail.

All of this looks great, no problems - except for the Delana Gems.

Since they're in a bit of a sticky point in the lore and we're still trying to really determine what they are - not just in accordance with all the existing mechanics but also all the previous mentions that have been made of them, since they are an established and referenced material even though we don't really know what they are, where they come from and how they work - it'd be best if this was removed from this write-up.

However. There's nothing wrong with the Shadow Quarter Kingpins having a unique artefact they've acquired/built/stolen that does the exact same thing, and hell, could also be a gem of some kind. However they get it or wherever it comes from is up to you (though we'd also ask you to please not say they're Ensorcelled items, since Ensorcelling is still something that needs to be written out in mechanics and function) and whatever you want to call this item, we leave to you. Once the edit is made, throw me or Basilisk a PM to receive the stamp of approval.

The Institute for Innovation

As of Vhalar 719, the Institute for Innovation opened in Rharne. With over an arc's worth of work between Rharne, Scalvoris and Viden, this Institute was a collaboration between the Academy and the Order of the Adunih. It offers a number of courses, focused around innovation. It follows its own curriculum, and every subject is underpinned by the drive for Innovation. The way that this Institute works is that there is an emphasis on inter-disciplinary studies. There are not departments, subjects are not separated out. Instead, each academic discipline is taught with the intention of first teaching the basics, then looking at how it can work with all other disciplines.

The building itself is not like other Higher Education buildings. In this building, no one is excluded. There are scholarships, every race is welcome and no one is excluded for any reason other than academic. Members of the Order of the Adunih work in close collaboration with the institute as do members of Isonomia. The building has a lot of laboratories, classrooms and libraries. Space is used to its maximum and the staff functions as a team. With the focus on innovation and collaboration, there are a number of large lecture theatres and labs, and any student is welcome to attend lectures at their qualification and below of any subject. Practice and theory are equally renowned here, so there are also workshops and communal areas.

The Institute for Innovation has a much more "flat" structure than its counterparts in Viden and Scalvoris. The Chancellor of the Institute, Faith Augustin, deals with the administration and logistics and she makes sure that she teaches. There is a strong collaboration with the Merchants Guild in Rharne and the Thunder Priestesses and Lightning Knights. People who are willing to work are helped.

Pricing

Usually, players should refer to the Shoppe. However, there are exceptions to this.
  • Members of the Order of the Adunih are able to access one class per season for free. Further classes are available as though the PC is at 2 Wealth Tiers above their actual.
  • Members of the Lightning Knights are able to access one class per season for free. Further classes are available as though the PC is at 2 Wealth Tiers above their actual.
  • Members of the Thunder Priestesses are able to access one class per season for free. Further classes are available as though the PC is at 2 Wealth Tiers above their actual.
  • Members of the Merchants Guild are able to access one class per season for free. Further classes are available as though the PC is at 2 Wealth Tiers above their actual.
  • If a PC is below the Wealth Tier to purchase the level of education they are ready for in terms of knowledge, they may exchange 1 x class for 2 x threads where they work for either the Order of the Adunih or Isonomia.

Griffith Clark is the fourth son of a wealthy family that has minor nobility bloodlines that overlap between different cities. He was well-educated, tutored through most of his arcs, and attended the Scalvoris Academy when he was younger where he received a Licentiate in Cartography at the Institute of Technologies and a Charter in Immortal History at the Institute of Metaphysics.

Griffith has a strong sense of wanderlust and cannot keep away from the opportunity of field expeditions. His entire interest in cartography has to do with his passion for mapping undiscovered areas that have historical significance to them. He used to spend most of his time at the academy, researching potential locations and putting together teams to explore such places.

At the Institute for Innovation, he does much the same... only he offers the opportunity for students to come along on his expeditions to learn the practical skills demanded from such pioneering. When he is on campus, he does open-form lectures instead of structured classes and he usually has sign-ups for his next expedition. Griffith is incredibly passionate about his work, and if given the opportunity, he can easily spend an entire trial gushing about his newest map, the dangers it took to acquire the information, or a possible location he wants to explore.

Once the next expedition's sign-ups are filled, and everything prepared, he heads back out to map these new locations and teach those who come along. He will spend campfires to tell stories about previous adventures, especially daring brushes with near-death, as well as mini-lectures on various relevant subjects. Griffith has expert knowledge of Immortals and the historical context of them. He has an overly positive view towards Immortals with an openly expressed fondness for Cassion and U'frek. Most of his expeditions have to do with areas that have some significance to Immortal history.

Hi - I want to put this here first and get approval / discuss this before I go storming in to ranks etc. I've changed the 4 branches of the Thunder Priesthood. Made them a not-all-female-but-mostly group and paired them up far more with the Lightning Knights. Very happy to discuss.
 
Thunder Priesthood

The Thunder Priesthood is one of the three most powerful factions in the city of Rharne. This female-dominated faction was created by Ilaren’s first female Champion during the 280th arc to unite the Immortal’s supporters. Their overarching directive is to govern religion in Rharne, gather intelligence across Idalos, and advance Ilaren’s goals in the Immortals War. There are between 1500-1600 active Priesthood members spread throughout Idalos at any one time, with about 600-700 of those living in Rharne. As of Saun in Arc 718, following the discovery of traitors in the Thunder Priestesses at the very core, a shake-up of the faction occurred and, with that 'clean sweep', a few men began to join. It is harder for them to gain acknowledgement from their peers, as the Priestesses are very well established, but the Thunder Priests have begun to be seen.

Within Rharne, the Thunder Priesthoos is viewed as Ilaren’s eyes and ears. It is rumoured that they see all and know all through their network of intelligence gatherers spread across the many regions of Idalos, and many Rharnians see them as the city’s champions and protectors. If the Lightning Knights are the city’s sword, then the Thunder Priesthood is the city’s shield.

The Priesthood is split into four branches, each with its own specialization:
  • The Clerics oversee religion and healing. They are the day-to-day face of the Priesthood in the city, and work with the Lightning Knight Guardians
  • the Stormwatchers work to bring order and healing to the stormlands and the surrounds of Rharne. They work with the Lightning Knight Justicars
  • the Emissaries act as ambassadors for Rharne, and work with the Lightning Knight Inquisitors
  • the Warriors act as Ilaren’s personal agents and tend to work alone
While the Priests in each branch have varying skillsets, the faction is widely known for its prowess in Unarmed Combat, regardless of specialization. All members are taught defensive combat skills in order to protect themselves and each other should the need arise.

A member of the Thunder Priesthood can usually be recognized by their attire. Novitiates wear white robes, while Priests and above wear dark purple robes. Inside the Lightning Cathedral, the robes are always worn unless one is visiting or leaving. Outside the Lightning Cathedral, the robes are sometimes traded in for more practical clothing. Emissaries often choose to wear attire that aligns with the city they are visiting, whereas Warriors tend to dress in armour as appropriate. A symbol of Ilaren is often worn, showing allegiance even when the robes are not practical.

The Oath: Upon joining the Thunder Priesthood, a new member must swear an oath of allegiance to Ilaren and the Priesthood, in which s/he promises to place the mission and goals of the faction above their own self-interest. After the oath is sworn, the new member is required to complete the ritual with a shot of whiskey.

The oath is repeated as follows:

“I pledge an oath of loyalty to Ilaren and my brothers and sisters in the Thunder Priestesses and the Lightning Knights.

I swear to place the interests of my brothers and sisters above myself, to serve Ilaren with integrity, and to show bravery in times of fear. I further swear to faithfully support, protect, and defend my brothers and sisters in both the Lightning Knights and Thunder Priestesses and the citizens of Rharne against those that wish us harm.

May I always find courage in myself, strength in my brothers and sisters, and faith in Ilaren.”


Members of the Priesthood are allowed to marry, though this is discouraged since a partnership and/or family is considered a distraction from the faction’s directive.

Vega's skin has a reflective metallic sheen with a red glow. Her eyes still swirl biqaj colours, but one colour is always bright red which glows like fire. She has a bright red glow in her chest, situated directly under the mark of a heart (Daia mark) in the middle of a glowing silver dragon on her chest (Xiur). She's unnaturally warm to the touch

Hey, Vega, thanks for the entry! I'm going to go through this point by point with my thoughts and observations. Without further delay:

This sounds good for the most part, but I'd take out specific numbers as pop count is something we want to avoid generally speaking. We'd prefer to keep things more fluid... Like instead of saying there are this many thousands of priestesses, there are cells/missionaries/member groups spread throughout Idalos at any time, with half of those residing in Rharnean territory.

If the Lightning Knights are the city’s sword, then the Thunder Priesthood is the city’s shield.
Sounds good to me, and I like the idea of the Priestesses as an intelligence wing of Rharne's powers that be.

The Priesthood is split into four branches, each with its own specialization:
The Clerics oversee religion and healing. They are the day-to-day face of the Priesthood in the city, and work with the Lightning Knight Guardians
the Stormwatchers work to bring order and healing to the stormlands and the surrounds of Rharne. They work with the Lightning Knight Justicars
the Emissaries act as ambassadors for Rharne, and work with the Lightning Knight Inquisitors
the Warriors act as Ilaren’s personal agents and tend to work alone
While the Priests in each branch have varying skillsets, the faction is widely known for its prowess in Unarmed Combat, regardless of specialization. All members are taught defensive combat skills in order to protect themselves and each other should the need arise.
These divisions sound fun. I'm wondering though if Warriors (seeing as they work alone) might not be reserved as a branch off group for novices of the other branches. Given that they'd want solo agents to be prepared for anything, so they ought to have some advanced skills and not necessarily be an entry-level branch. What are your thoughts?

A member of the Thunder Priesthood can usually be recognized by their attire. Novitiates wear white robes, while Priests and above wear dark purple robes. Inside the Lightning Cathedral, the robes are always worn unless one is visiting or leaving. Outside the Lightning Cathedral, the robes are sometimes traded in for more practical clothing. Emissaries often choose to wear attire that aligns with the city they are visiting, whereas Warriors tend to dress in armour as appropriate. A symbol of Ilaren is often worn, showing allegiance even when the robes are not practical.
This applies mainly to priestesses who aren't on an intelligence assignment, correct? It might not be the best for a priestess to be on assignment in a place that might be deemed hostile, brandishing their loyalties for all to see. So maybe a mention of what they tend to wear on assignment, if anything in particular.

The Oath: Upon joining the Thunder Priesthood, a new member must swear an oath of allegiance to Ilaren and the Priesthood, in which s/he promises to place the mission and goals of the faction above their own self-interest. After the oath is sworn, the new member is required to complete the ritual with a shot of whiskey.

The oath is repeated as follows:

“I pledge an oath of loyalty to Ilaren and my brothers and sisters in the Thunder Priestesses and the Lightning Knights.

I swear to place the interests of my brothers and sisters above myself, to serve Ilaren with integrity, and to show bravery in times of fear. I further swear to faithfully support, protect, and defend my brothers and sisters in both the Lightning Knights and Thunder Priestesses and the citizens of Rharne against those that wish us harm.

May I always find courage in myself, strength in my brothers and sisters, and faith in Ilaren.”
I like this, and the idea of an Oath/Pledge to induct them into the Thunder Priestesses, but maybe something more geared toward Ilaren's virtues/domains. I'll take a crack at it, using what you've provided as a template more or less:

“I raise my voice in an oath of loyalty to Ilaren and my brothers and sisters in the Thunder Priestesses and the Lightning Knights.

I swear to place the interests of my brothers and sisters above myself, to serve Ilaren with integrity, and to show bravery in times of fear and share my flask with them both in times of plenty and spare.

I further swear to faithfully support, protect, and defend my brothers and sisters in both the Lightning Knights and Thunder Priestesses and the citizens of Rharne against those that wish us harm.

May I always find swiftness to duty in myself, strength in my brothers and sisters, courage at the bottom of a cup, and faith in Ilaren.”

What do you think of my changes? Any good? I'd be fine going with either your version or mine, or something in between. It's just a suggestion.

Members of the Priesthood are allowed to marry, though this is discouraged since a partnership and/or family is considered a distraction from the faction’s directive.
This sounds interesting, and good fodder for potential stories and conflict. I like it, and it makes sense.

It was unlike anything envisioned in the scores of fictions lining the groaning shelves of any library - beyond the ability of the mind to even begin to conjure up. It was a sensory overload: a gathering of hypnotizing hues and tempting textures...

... and that was only within the two-foot range just past the entry.

Upon first glance, it was nothing but a hole-in-the-wall shop on a busy street with nothing more than a simple sign that somehow drew you in. A step inside and before eyes had the chance to acclimate to the dim lighting spilling through stained glass windows positioned at varying heights on the wall - had those been visible from outside? - nostrils would drink in the mixture of rich fragrances this mecca had to offer. This wasn't just a shop full of knick-knacks... no, no this was far more. Both feet through the door and finally it would become clear that you were now part of something far bigger than yourself.

There was no turning back.

There were only two locations not completely engulfed by treasures: the floor and the impossibly ornate counter nestled comfortably in the center. A single item sat on the counter: a delicate bell. Out of countless items lining the shelves, cluttering the tables, and hanging from the ceiling... which would catch your eye? Which would go home with you today?

Sage stands at 5'4" with long, reddish blond hair and a slender frame. An eccentric character to be sure, she speaks with a soft voice and often in riddles and stories. A direct answer isn't something she's used to giving, preferring the lead her customers to their own conclusions through other means. She knows anything and everything about every item within the shop...and treats them all as though they have personalities. She is very wise and is knowledgeable in many different areas.



Notes: I've talked to Pig about this location a bit. It's a creation of mine that I revamped for ST and the revamping process has been a bit challenging but I think it's worth the effort. The premise of the location is pc interaction. It will be watched by my pc, Elisabeth (who will be talked into working there to improve her social skills). It's a place that the academics frequent for the mysterious items that can be found within. How it could fit into Rharne is by being a means for pcs to acquire items that they earn through other means (Pig has more info on this) and allow pc interaction via Elisa. Another intent of the place is to allow pcs to come in a ruminate on whatever it is in their heart to ruminate about - much like going to a bar and talking to a barkeep. That's the vision I have for it. The employees that work at the location are called "Keepers of Kassaili" once they have worked at the location for more than a year. At this point, I don't intend for that title to mean much but it's possible that some wisdom is passed on to the employees that make it that long...or something that makes them special in some way. Perhaps its just a name that the academics came up with. I really couldn't say right now. I'm wanting to very much collab with players much more versed in ST and figure out how this could be a cool location for the city. Thank you!

He is the adoptive father of Elisabeth Angelus and husband to another Institute professor, Professor Rilith Hallowswift of the Department of Medicine. Having devoted most of their lives to teaching at the Viden Academy, Vin and Rilith accepted positions at the new Institute for Innovation for a change of pace in a new location. Vin is an easy-going man with a soft laugh and a love of puzzles. He is passionate about linguistics and the connection between different languages, as well as the means different peoples and races used to hide their secrets. A slender, middle-aged man, Vin can often be found in the nearest library or garden – another passion of his. Vin grew up in Scalvoris and then spent many years in Viden with Rilith and Elisabeth. He is an encouraging soul who would do anything for anyone. His dark hair is streaked with a bit of gray, giving him a distinguished look while intelligent blue eyes always seem to be analyzing something. With his ability to tell a good story, Vin is easily one of the most popular professors at the Institute.

Creation notes for Staff: This npc is intended to be a city npc for use by anyone that needs him. I struggled a bit with his knowledge of languages and came up with the above formula. I'm happy to adjust as needed. I added a second sub-specialty of cryptography as is can be related to linguistics and I thought that with the Institute's mission of cross training, it was an interesting idea. Please adjust the points to whatever levels are suitable (I'm still getting the hang of levels for skills so if something seems out of line, happy to adjust.)

People that don't or that often make mistakes will soon find themselves on her bad side...and you don't want to be on her bad side. Leta works with Zyla (The Chancellor's Personal Assistant) daily to ensure the Institute is a smooth-running ship.
