arldoms are large areas within a Clan's holdings, typically comprised of a city and smaller townships/settlements surrounding it. They are fairly autonomous regions, but all Jarls swear fealty to the Fenn ruling over them. Jarldoms are regions that produce military units, agriculture and manufacturing goods, benefiting the clan and the Horde as a whole. PCs may become Jarls through time and dedication, first becoming Shae and then being chosen by the previous Jarl as their successor. In order to become Jarl, one does not need for the previous Jarl to die - often times they will surrender the position when they grow late in age, or suffer from illness, humiliation or a distant call to arms.
All information surrounding the Jarldoms concerns the entire region, not only the capital city.
