Welcome to the Iulure Isles.
The Government of the Sovereign Nation of Iulure is composed of Monarchy, with a Parliamentary Body, and Constitution.
The Sovereign
The head of the nation is the Sovereign. He rules over the whole of the nation. He acts as the voice of compromise when the Assemblies can’t agree. He has veto powers on policies. He is the head of the military.
The Sovereign is appointed from among the last Sovereigns descendants, and will rule for life. Usually the Sovereign is selected from the great grandchildren generation of the current Sovereign. Unless the Sovereign dies younger. The next Sovereign is selected by the current Sovereign and his selection is ratified by the Assembly of Dragons who hold that selection secret until it is needed. The selection is based upon skill, not any birth order.
The Called
Outside of the Iulure the called would be known as nobles. The called are composed of those who have been selected to serve as Protectors of the Islands, and Guardians of large population centers. The Protectors have similar responsibilities as the Sovereign on a smaller level. They are selected in a similar manner as the Sovereign as well with the exception that the Sovereign has to supply his endorsement before it is supplied to the Assembly of Dragons.
The Guardians are appointed by the Protectors and the Sovereign to govern cities, towns and villages. They have responsibilities for their local populations and work with a local council to handle local issues.
The Assembly of Houses
The Assembly of Houses is composed of the representatives of each ancient family. The representative is supposed to the head of the family, but can be appointed to another member under a strict set of rules. The Assembly of Houses propose the law and control the government's purse. They are the ones who pass the budget.
The Assembly of Dragons
The Assembly of Dragons is composed of an appointed representative of each of the Dragon and Induk Cults. Each cult appoints their representative in their own way. The Assemble of the Dragons primary responsibility is guardians and keepers. They are responsible for securing the succession of various positions. They have also become guardians of the constitution and act as the voice of the dragons. They aren’t able to pass any laws or governance but they can express the advice of the dragons.
The Assembly of the Isles
The Assembly of the Isles is composed of elected representatives who pass laws that govern the lands. The Assembly always meets during the month of Artere to debate and pass laws. Outside of that month they may only be called in to meet by the Sovereign. It may also be summoned by a Unanimous vote of a full Assembly of Dragons.
