Balthazar had performed his investigation of the ships that had attacked Almund and he had sent information to Kura. She hadn't been able to act on it immediately, most of the past six trials had just been gathering and organizing information about the attacks, as well as mourning Faith's death, something she had returned to Scalvoris Town to do. While Almund was the capitol, it just wasn't very centrally located and that meant it took longer for information arrive from the southern towns and villages, where-as Scalvoris Town was just about smack in the center of the island. But, after all that, Kura had returned to Almund to take care of several matters there.
First was a stop at the Council Building. There, she issued an order that the captured pirate ships were to be towed to the Almund shipyards, where they would be torn apart and used to repair the parts of the city that had been destroyed by the fire. It wouldn't repair all the damage, but it would at least be a start and would give them more building materials to work with. Following that, she issued a general statement that refugee housing would be provided within the next few trials at most, and that she had returned in part to finalize that particular matter. Thirdly, she issued a final statement that she was certain would irritate some of the Council and populace, but she considered it a necessary step. Given the recent decapitation of Element Command, and with Rand still in a coma, she was immediately assuming the role of commander of the Elements, until either Rand woke up or a new Element could be trained and appointed, whichever happened first.
With all that out of the way, her next stop was, of course, the Element Hall in Almund. There, she basically shut down any protests from the Assistants at her assuming overall command of the Elements by reminding them that she had been routinely given command of the Elements during an emergency, which this definitely was. She did, however, refrain from mentioning that the overly loose command structure had necessitated this action, as there was basically no chain of succession in the event of a sudden military decapitation. While military reform would be needed, she would have to look into it once more immediately pressing matters were resolved.
Once that was under control, she asked the Water Assistants if there were any retired vessels in Almund that were still intact. If there were, she ordered that they be repurposed for refugee housing until the city could be rebuilt. That would, hopefully, be safer for the displaced civilians than sleeping out in the open or in a tent city. If there weren't, then she'd find another plan, but for now, the ships were her first option. Following that, she called Jacien, the only surviving Deputy, to her for a meeting. That he had survived while the others were dead was not lost on her, and for this meeting, she wore an owl necklace she had that let her know when she was being lied to her. She didn't want to suspect Jacien, and this would clear any lingering suspicion from her mind. "Do you know why you weren't targeted like the other Assistants?" she asked him, once greetings were done.
