Admittedly, there is no massive write-up clarifying every conceivable detail.
I am inclined to play it by ear. (plus, I never went to college, so I really don't know.)

I will add a few tweaks, but that is a wonderful write-up.
It will, of course, require at least a couple of defined NPCs.
But we can get around to that.

It seems a lot more sophisticated.

Hello Etzos,

Torqin and a couple of friends will be arriving in the near future. We're shopping around for a starting point for a business venture. Looking for a low to low-middle residential type of area. Somewhere that might appreciate some increase in an economy and fun. Looking for some suggestions.

If I am reading this correctly, you may certainly establish a business within some residential block of the city's Commercial Ring.
This does not, however, mean you live there.
Rules are always subject to fluctuations, but for now, new PCs are still bound to start in the Outer Perimeter (or "Oh Pee", as Kasoria likes to call it), as the nicer inside-the-walls units are both priced beyond starting income, AND not available until you've logged a RL year here.
In that time, there should have been enough violence to create an opening for a new victim resident...
