It appeared there were mixed opinions on the importance of rumors. While some, like Kura, Zana, Doran, and Oram seemed to take the allegations of cold-blooded murder seriously, the other councilors were less receptive or else less interested in exploring them. Ultimately, Woe would have to move on from that subject and onto his own business for being here as the leader of Egilrun. So he said little more of them, for the time being.

There was talk of Slag’s Deep, which was a close and uncomfortable neighbor of Egilrun. Woe couldn’t very well ignore the mention of it, though he didn’t believe he had any place exploring it along with the other councilors.

Still, it was worth offering his aid, should they wish it. Egilrun was a close neighbor of the old prison, and many people in his town had ties to that place, “I’d offer Egilrun and my own support for the efforts to explore and investigate Slag’s Deep. The proximity to Egilrun makes it of particular interest to my office, afterall. There may be people in my town who can inform on the workings and layout of it. As you may be aware, Slag’s Deep often drew workers from Egilrun, before the War.”

Doran spoke more, about the rumor, and then of the issues related to his purview, that of religion. He spoke on some important points, that the deceased Immortals may have followers among the populace of Scalvoris. Woe, having followed at least one less-favored Immortal, could sympathize with those who sought Scalvoris to avoid religious persecution and for freedom to worship as they wished. He was very sympathetic to that cause. “I think it’s important, that while we may not care for certain Immortals, we put aside our biases, and allow that there are followers to all of the Immortals among us in Scalvoris.”

Woe took a breath, and looked around the room, to gauge reactions, “One of the more remarkable aspects of Scalvoris is its reverence for Divinity in all its forms of expression that might take. Ours is an ecumenical society, religiously. It’s highly inappropriate to suggest that the death and life of the Immortals, even ones such as Audrae, should be so blithely disregarded by any Scalvorian.”

That said, Woe turned to his own interests, that of the Glass Harbor. “With that in mind, and before I forget to bring it up, I believe I sent forward letters to several councilors about the following proposal. Egilrun is a growing township, and has been burgeoning to the point where it’s becoming almost as impressive a center of activity as Scalvoristown or Almund, if not in population, then certainly in terms of its industry.”

“However, for a long time, Egilrun has lacked spiritual support, such as offered by the excellent tradition of the Glass Tree in Almund, or the Glass Temple in Scalvoristown. Both of these places have a particular cultural relevance to the place where they’re situated. I would like to propose a Glass Harbor for Egilrun. A site for people to embark upon Pilgrimages devoted to whichever Deity or higher power they choose to hold in reverence.”

“Let me be clear, I would be overjoyed to have the support of the Council in this. The Devout’s support being of particular relevance here, and similiarly Councilor Delroth for some of these pilgrimages might involve travel to foreign lands. Also Natural Affairs, I believe aquatics are under Councilor Nir’wei’s remit.”

Woe nodded to each of them in turn. “However, I am prepared to undergo the construction of the Glass Harbor without support from the council, as Egilrun has a need that must be seen to, or I’d be remiss in my duties as Egg. I will therefore offer my own wealth toward the construction of this facility, should I fail in gaining the support of the Council.”

So saying, Woe rested back in his seat, and watched the room, waiting for the reactions to come in to his proposal.

He had noted the tenseness of several local representatives. When the subject of letters with threats came up, Woe raised his hand, to indicate that he had received one of them. But he said little more of it.

Alyssia looked up when she heard her name get called. She stood up and hurried down to speak with Lady Kura. The teen was nervous as she approached the woman, shocked to see she still had her letter in hand. The girl bowed at the waist when she stood in front of Kura, a bright smile appeared on her face when the Alberach said the offer was still open. The smile faltered some when Kura invited her to come on the side of the council where the teen one day hoped to sit. She wanted to show that Aukari were not just destructive monsters.

“I would be honored Lady Kura,” Alyssia stated and bowed her head quickly.

She was glad to have her hair down as she felt Myrixa shuffle around on her shoulders. The little dragonet was curiously looking past the girl’s hair. Taking a deep breath to help calm her nerves, Alyssia stood beside Cally moving some when a chair was brought out in case she needed it. The nerves running through her body however prevented her from sitting down as more members of the council arrived.

The teen looked over at Cally as she began to explain what each person did and who they were. Many of the council members Alyssia knew at least in passing from everything with the fire forged and the different events that had been held on Faldrass. A hand slipped into her bag and the girl took out a berry giving it very carefully to Myrixa. The small dragonet crunched on the berry in the ear of the young girl curling up after falling asleep. When Kura opened the meeting, the teen listened carefully to what all was going to be discussed for the day. Religion and trade seemed like good things to focus on. Scalvoris would have to expand beyond the borders.

With Faldrass trying to get on its feet, there was little it could offer Scalvoris. It would take many years before there would be resources available to be sent out. When Zana mentioned a museum on the island in the dead lands, the girl nodded quietly thinking about what she had explored. She looked over at Cally when she asked her thoughts.

“I think it would be good. It would just be finding a place that was flat and close to either one of the settlements or the school,” Alyssia whispered back to Cally while looking at the ghost.

The teen looked between the two women confused about what the crazy looks meant. Was there something wrong with the empire sending someone to Scalvoris? Alyssia leaned close to Cally keeping her voice low so she didn’t draw attention to herself at the moment. The mention of having services for those who worshipped the dead immortals did not sound like a bad idea.

“I think that a service to honor the dead immortals is a good idea. Scalvoris is diverse, yes. But there is also a togetherness that no one suffers alone. It would show great strength to see the city giving options to those that have lost someone, such as their deity, a place to mourn. Perhaps even have not full temples built, but shrines built where the followers could go no matter when to pay their respects? Is something wrong about the empire sending someone to visit Scalvoris?” Alyssia asked quietly, looking at Cally.

When the ghost told her about the empire, the teen nodded her head. She was beginning to wish she had brought something to take notes on. There was so much going on and being discussed the teen wondered how everyone was able to keep track of all the different topics being discussed. The Aukari felt her blood run cold at the mention of the letters and raised her hand as well, showing she had received one as well. Her hand returned to her side as the topic shifted to a mix of council members wanting to deal with the rumors, and others pushing the rumors aside. The girl’s head raised when Doran asked Kura to introduce the girl as everything was starting to calm down. It was no surprise that some were interested in who she was. How many other teens were asked to follow council members to the meeting table?

Doran watched as his fellow councilors entered the room. He noticed minor signs of stress upon the faces of Marcelle, Francis and Leigh, and Jo’ne seemed to be in a terrible mood altogether. He had no idea what exactly had affected their mood so negatively, but perhaps, the reason would become evident over the course of the meeting. He decided to keep an eye on those four, although it might just be the usual grumpiness. Since he had joined the Council, he had discovered that dissatisfaction was the rule rather than the exception. Someone was always in a bad mood or stressed out for some reason.

When Nir’wei shared what he thought about those rumors, he inclined his head. The Councilor of Natural Affairs had a point – or would have had a point, if it weren’t for the fact that those letters had appeared at nearly the same time. When the Militant asked for those that had received a letter to speak up, he told him in a calm tone of voice, “I was among the people who received such a letter. Back then, I didn’t think much of it as nothing else happened and politicians are always being targeted for one reason or another, but this is apparently a more widespread issue – there seems to be a group that opposes change and wants Scalvoris to return to the old ways.”

“I will gladly forward my letter to you, in case it helps your investigations”,
he added.

The matter of job descriptions and empty council seats made him think of something else that needed clarification in his opinion. After Shania had voiced her concerns regarding regional representation – her words were met with a nod on his part – he spoke, “There is another important matter that there are no clear guidelines for, besides the duties of a councilor. Right now, it isn’t always easy to tell what requires a council vote and what doesn’t. We obviously vote when someone applies for a seat on the Council, but what about the shrines that I just proposed, for example? Shrines and religion are within my purview, but if we go ahead with this, it will affect all of Scalvoris. I’d thus very much like to hear your thoughts on clarifying which matters require a Council vote”, he added in the same calm tone of voice as before he fell silent again and listened to what people said about his proposal.

“In a way I'm just as conflicted as you, Councilor Tren, and I truly appreciate your honesty”, he admitted in a polite and serious tone of voice when he heard the Trainer’s words. “I witnessed what Audrae and Syroa did first-hand and actively tried to thwart Audrae’s plans that trial in the Glass Temple. I do not condone what the dead Immortals did and never will. Councilor Morandi said it well in my opinion though. It’s highly inappropriate to suggest that the death and life of the Immortals, even ones such as Audrae, should be so blithely disregarded by any Scalvorians. Besides”, he continued. “My proposal may provide their remaining followers with some sense of direction. I ask you all, ladies and gentlemen, would you rather they existed in obscurity and chaos?” he wanted to know and raised an eyebrow slightly.

He believed that those that had a more questionable attitude could be encouraged to move in a positive direction and that it was important to try and put one’s bias aside – and he also believed that giving them places to worship and grieve would make it easier to keep an eye on them and intervene in case there was trouble. Scalvoris paid equal reverence to all Immortals, and it was important to keep that in mind in his opinion, but he was not so naïve to believe that some people wouldn’t try to cause trouble. He didn’t want to ever be prejudiced, but some caution was advised in his opinion.

He had noticed that Stan had apparently accepted his invitation and turned to look at the tunawa for a moment as a consequence, wondering if he had anything to say to his proposal.

“With that being said”, he continued and turned to look at Woe once more. “I support Councilor Morandi’s proposal. I think that establishing a Glass Harbor in Egilrun is an excellent idea. Please let me know how exactly I as the Devout can be of help. I also commend you on your willingness to spend your own money should you fail to gain our support – which makes me wonder about something. How much do you expect the Glass Harbor to cost?” he wanted to know and raised an eyebrow.

That was the last question that he asked before he began to watch and listen once more.

People in glass harbors shouldn’t Woe loans.

After voicing his concern about the rumors lately sprung up around Woe Morandi, Oram listened to the various Councillors’ responses with growing unease and annoyance. Some were dismissive. Others acknowledged that the rumors in this case were more severe, yet did not think to ask *why* they were so much more severe. Of course, there was some chance that the naysayers were right, and that all this talk about the Egg being a murderer and assassin were just a particularly tasteless product of the usual rumor mill. But they didn’t all know what Oram knew about the past and ongoing attempts by the Logging Consortium, its allies, and its successors, to undermine the Council’s authority. If they did, they might not be so complacent.

The Militant, for one, was supportive, and Oram gave Brand an appreciative nod. ”I will be sure to coordinate any significant steps with the Elements, should it come to that,” he said. ”This would be, after all, Council business and not just Egg or Ranger business.” The Chief Ranger decided not to mention that, in fact, he would that very evening send a message to the Egilrun Ranger outpost, care of Jim, instructing them to look -discreetly of course- into what the Dustin faction was up to lately. He decided this because, first, he did not wish to argue with the Militant over the step he had already decided to take, and second, if there *was* an actual conspiracy brewing against the Council, it was best to let the conspirators think that any prospective counter-action was forever languishing in committee, rather than already in motion.

The talk of honoring dead Immortals bothered Oram. Notwithstanding he bore the Marks of three of them, the hunter had always felt ambivalent about the Immortals by default, never considering them worthy of deference or worship just because they were Immortals. He felt some devotion to Cassion and Karem, simply because they ruled Domains important to his life and his endeavors. As for the rest, he had befriended those who had befriended him: Saoire, Vhalar, even the Eternal Empress herself. Oram supposed he was lucky in his interactions with the supposedly exalted beings, not only in their extent, but in their quality. With some notable exceptions.

Audrae? Syroa? Delroth? These were Immortals who had not only proved hostile to the interests of Scalvoris, and had menaced everything on Idalos that Oram cared about; they had also personally tried to kill *him*. He wanted no part whatsoever in encouraging their worship. Still, the Devout had a point about those Immortals: problematic though they were, there were islanders who for whatever reason worshiped them. Seeing that point, yet finding himself unable to voice any support for it, Oram held his peace.

The new Egg’s talk of establishing a ‘Glass Harbor’ sounded intriguing, yet Oram was unsure what Woe actually mean by that. And, of course, Doran asked the crucial question: how much would it cost? Brilliant ideas were brilliant until they cost too much for what they actually delivered. Then they became bad ideas.

Evidently, Zana thought, it was 'bring an urchin to work' day. She watched as Kura brought Alyssia up to the council table and sat her a distance away. But nonetheless, although the child wasn't sitting at the table, she was in her own place, a special place. Zana thought about it for a moment, allowing her mind to consider it carefully.. As she thought about it, she listened to the responses and discussions from other.

Kura dismissed the rumours and threats. A mistake, Zana believed. Then, Oram spoke up and as loathe as Zana was to admit it, the grubby fellow made sense. Doran spoke and he seemed to agree that the rumours bore more than a cursory glance and nothing more from them as Council members. She returned his smile as he spoke of the job descriptions, and of dealing with inactive council members. Then, he asked to be kept in the loop and Zana nodded. "Of course," she said softly and that was that.

Doran had proposals of his own to consider and she listened the conversation regarding the dead Immortals. She was pleased that he asked Kura to introduce Alyssia, and asked about the trip to Slag's Deep. Zana was thinking through her own response to both and she was pleased that she could piggyback, so to speak, off him. Nir'wei dismissed Woe's concerns and even made up a little rhyme. Then Marcelle and Jo'ne added their witterings and thankfully Shania stepped in and was, at least, a little reasonable. "I agree with Accountant Shania. I would sincerely hope that we would treat any citizen receiving threatening letters in a compassionate manner and, if just one of us is concerned then that deserves some modicum of respecting that concern. After all, the letters seem to suggest an escalating of behaviour and, when that happens and goes unchecked, that escalation may continue. Proactive is far better than reactive, in this instance."

It was her turn to speak again, and Zana considered and then spoke calmly and clearly. "I must preface my words here by stating that I am very new to the Council, having joined last session. But that gives me a rather unique, I believe, perspective." She smiled slightly. "Not necessarily always accurate, but unique. And whether you mean it to or not, this Council appears to me to take the rules and use them the way it wants. Madam Alberach, you bring someone with you who gets a special place to sit and gets to whisper and chat about us as we speak. I personally find that whispered conversation to be rather offputting - I am aware that my words and actions are probably being discussed behind whispered hands and, frankly, singling out someone to sit in on a meeting in this manner should have been discussed with the Council first. Could anyone else, any other member of the Council bring a child to these meetings and have them being instructed in whispered conversations in such a manner? Could any member of the public arrange to do this?" She looked at Kura calmly. "Perception is everything, and you have singled out yourself as being able to make up rules and opportunities on the spot, and you have singled out your chosen individual to be put in a privileged position." It was like the madame in a brothel allowing her friend to watch all the prostitutes working, without the consent of any involved. It was, in effect, rather rude.

She wasn't done, though, because there was a second point. "And that applies also to your unilateral decision to go to Slag's Deep. I'm sorry, but that isn't appropriate. Councillor Mednix has said that he will take a team, that was agreed last meeting, we all discussed it and agreed. Is he dismissed because you've decided you're going to do it? Does our discussion mean nothing? Surely, Alberach, that is something to discuss. I agree that it is most urgent and we need to move, but the head of the government simply deciding unilaterally that you're going rather negates the need for any of us, surely? I would proposeProposal 1 that the Rangers do this urgently, but that it continues to be the remit of the Chief Ranger. I would volunteer to accompany you, Ranger Mednix, as my experience in Uthaldria might be of help. You might recall that I was rather useful. However, I am more of a lover than a fighter, so I won't be offended if that offer is rejected" There was a twinkle of mirth in her eyes as she pointed out to Oram that she wouldn't be offended.

She nodded to Shania. "The twenty second of Ymiden is fine with me, yes."

Then, she motioned to Doran. "I fully support your suggestion, Devout Doran. Either Scalvoris is inclusive of all Immortals, or we are not. If we are, then we need to be. We can not adopt an approach of 'inclusive to all in name, but only paying respect to the ones I like.' that would be entirely against the way Scalvoris works." To Woe, she nodded. "The Glass Harbour sounds like something which is both entirely in keeping with the ethos of the island and a celebration of the unique nature of Egilrun. You have my support and, I would second your suggestion that it be something funded by the Council, if the costing is appropriate. Certainly worth finding out and putting forward a full costing for"

Then, with a smile, she said. "Now, as to my proposals and reports, I will attempt some brevity."

She breathed in slightly. Brevity wasn't her greatest gift. "I would ask the Council to vote on my setting up a specific protocol for foreign visitors.Proposal 2 This would involve a tour of places of interest, staying in particular designated Inns and gifts of examples of our fine wares and crafts. Should this be something that we want, I will draft a full pricing for it. The costing will be that we would expect the Inns to be the best showcase of Scalvoris, and so we would pay them - equally, the Inn gets to have a title and the kudos of that, so we may be able to broker a deal. Also, the provision of gifts such as glassware from Egilrun, unique alcohol produced on Faldrass, academic papers and examples of inventions from Scalvoris University, that kind of thing. I believe that we would offset the cost of that in the increased trade." She handed Shania a piece of paper. "That is my rough estimation."

"Next, I would like to propose that we open negotiations with Desnind to increase our links there.Proposal 3 The ultimate aim would be the final Eclipse Stone going there, but I would like the Council's permission to open up those talks." That was brevity, she thought. Ish.

Then, the third one. "The final proposal is the setting up of the museum. If the Council agree that it might be something we want to do, then I will prepare costings and speak to Drathaidir before next meeting. So, this proposal is a gauging of interest in pursuing the possibility of the museum in the former Badlands on Faldrass Proposal 4. "

That done, she turned her attention to the forthcoming meetings. "I will be meeting the representatives from the Eternal Empire. I would like to put together a welcome for them which is a trial run of the foreign visitor protocol, and would like to request additional funding and the co-operation of the Council Members in question Proposal 5" That said, she handed Shania a list of costing. "If there is anything any Council member would particularly like me to address, please let me know as a matter of urgency."

Next was the situation in Rharne. "I am informed that Rharne is setting up a ... for want of a better word mega-hospital. I have here the information . I believe this is a unique opportunity to further strengthen our ties with Rharne and I would like to propose that Councillor Bao leads on this with Dr Augustin, in the absence of an Academic here in the council, it seems to fall best under the remit of Welfare Proposal 6. However, I would like to point out that, if Saoire offers these gateways, we are in a unique position to be able to strengthen ties with Rharne generally, and I would like to pursue that. Either way, that "Innovation Challenge" is of interest to all, I believe."

Ticking things over in her mind, Zana gave a brief and beautiful smile. "And I'm done." She straightened her skirts and folded her hands in her lap, then looked around at the others with a smile.

Everyone had opinions on the rumors it seemed, and when Shania pointed out that those who had been dealing with them for a long time might have become jaded to them, Kura nodded at the possibility. "I've been dealin' with rumors and death threats since I was a lawyer, well before I went into politics. I've gotten used to ignorin' them unless someone actually tries somethin'. Most of the time, they come to nothin', but it's worth a look aye. I wasn't aware that others had been gettin' letters. Though I'm afraid I burned mine." she said, shaking her head slightly. Doran asked her to introduce Alyssia, but before she could respond, Zana voice her opinion on the matter.

Kura turned to face the Foreign Affairs Councilor, her head tilted slightly to the side. "The young lady is Alyssia von Smooglenuff, the heir to the late Baron. In time, she will succeed the current Barons. I offered to tutor her in politics, and she has accepted. I only received her acceptance letter this mornin'. Since she is my student, I thought to begin her education immediately. Since she is not a member of the Council, she cannot sit at the table, so I am havin' my assistant explain the Council seats to her. I would have no issue with other Councilors doin' the same for their own students, should they wish to take on their own pupils. If the Council wishes, however, both can retire to the gallery." she said, her tone calm. It would, perhaps, have been more democratic to put it to a council vote, but there were limits to Kura's patience with this silly experiment. Besides, Zana was right. The Council was not a truly democratic body, they made up rules for themselves and others on the spot, and they weren't particularly answerable to anyone. Just last meeting, they had in fact elected to give themselves the ability to bypass citizen votes for regional seats. They were, however, downright afraid of admitting that they were anything other than a fully democratic body. It was rather frustrating at times.

The next thing was Slags Deep, and she nodded at Oram when he said, he'd be on hand to join her. Doran voiced his interest in hearing more about it, and then Zana said a lot of words about it. It appeared the Councilor of Foreign Affairs felt Kura was prone to overstepping her bounds. Perhaps she was, and it was at least good to have someone willing to so directly challenge her on hand. Somewhat frustrating, but good nonetheless. Though it did make Kura think that this must be part of how Raskalarn felt about having Karem around. For now, however, she nodded towards Zana. "I was not proposing to replace the Chief Ranger's expedition, and perhaps I should have made that more clear. Followin' the events at the Glass Temple durin' the Forgin', it is no secret that I am Mortalborn. One of my Domains is trackin', which may be useful for findin' out how people are movin' stuff out of Slags Deep." she said, her voice calm.

When it came to the job descriptions meeting, Kura nodded at Shania and Nir'wei's proposed date. Next was the proposal of a memorial for the fallen Immortals. Kura was of the opinion that none of the dead Immortals were creatures to be mourned. If it were strictly up to her, she'd have their deaths celebrated. But there was logic to the arguments for a mourning, and she backed it for her own, far more cold blooded reasons. If they showed that they still cared about the worshipers of the dead Immortals, those worshipers would be more likely to remain loyal to Scalvoris, and could perhaps be turned to less villainous Immortals. So she nodded at the suggestions of a memorial for them. "It's also worth notin' that those who followed the fallen Immortals might be experienc' a religious crisis as well. It would be worth seein' what we can do for them." she said, her tone calm.

Woe proposed a Glass Harbor for Egilrun, and Kura nodded. "A Glass Harbor sounds like a good idea, especially given Egilrun's growin' status as a trade center." she said, her tone thoughtful. "I would honestly consider supporting the religious needs of our people to be part of the Council's responsibility. It would be very poorly done of us to expect Woe to fund this whole thing out of pocket." she said, her tone calm. Then it came time for Zana's proposals. The other Mortalborn had quite a lot of them. Kura had already answered her proposal about the Slags Deep expedition, but others were more clearly within her own remit.

For the first vote Zana asked her, regarding the tour for foreign visitors, Kura nodded at Shania. "I would second that this matter comes to vote. As our previous foreign deals were done rather hastily, it would be good to have a more formal process in place." she said, her tone calm. She discussed the Desnind arrangement with Zana and nodded her support for that proposal as well. "The idea of a museum in the Badlands is an interestin' one, but I would have someone investigate the stability of the ground in that region before you start buildin' there. For that matter, it might worth bein' sure that the region isn't of some significance to the Faldrass Induk. The last thing we want is the museum collapsin', or angerin' a volcano Induk and triggerin' another eruption." she said, her tone calm. "Though I do believe the museum is a good idea otherwise." she said, her tone calm.

She did, however, frown slightly when Zana requested additional funding for hosting the Imperial visitor. "Hostin' foreign visitors should already be part of your budget. Unless you're requestin' a general budget increase as part of the new hostin' proposal?" she said, her tone curious. Had Shania not gone over Zana's budget with her at any point? Or was it just not sufficient for the more formal hosting procedures? Unfortunately, both were possible. "Though doin' a test run of the new tour is a good idea regardless." she said, nodding slightly. She also nodded at the mention of Faith's mega-hospital. "As Doctor Augustin was our last Councilor of Welfare, we would be remiss if we did not participate in this new hospital, even outside our ties to Rharne or the benefit we gain. I agree that Bao should take the helm on the matter." she said, her tone calm.



Cally

The ghost nodded at Alyssia's comments on the proposed museum. She shrugged at the mention of the temples, though. "There's shrines to each Immortal on the Immortal's Tongue. Unless they broke somehow followin' the death of those Immortals, they exist to be worshipped at." she said, less concerned than her boss about the utility of the proposed mourning ceremony. She was still keeping her voice down, of course, and when Alyssia asked about whether it was a problem that The Eternal Empire was sending a visitor, she shook her head slightly.

"Not really a problem, but certainly a surprise. To my knowledge, they've never sent someone before. I think the mutual defence pact between the Scalvoris, Rharne, Viden, and the Empire is literally the first formal agreement they've ever had with another nation." she said, before letting out a slow breath. "Perhaps the Empress likes the idea of formal allies and is lookin' to explore. That we're not directly ruled by an Immortal would make us more appealin' to than Rharne or Viden." she said, her tone thoughtful.

When Zana spoke up about Alyssia's presence, Cally frowned slightly. "Interestin'. She seems to think Kura's oversteppin' her bounds, but I wonder if it's not the reverse. She seems inclined to speak for the Chief Ranger, for instance." she said, when Zana voice her objection to Kura's statement regarding Slags Deep, something Oram had not objected to. "Don't worry though, I'll go with you if we're asked to return to the gallery. You're still Kura's student after all." she said, her tone gentle.

On some level, Bao was relieved that the council had addressed the rumors, although he simply believed that they would be spread around over time no matter what the council did. It had brought the issue to light and confronted it. Many people that talked negatively, Bao had learned quickly, often did so in the hope they wouldn't be called out on it. They thrived when people left them alone, able to get away with so much more and never being confronted about it. Perhaps calling them out now was a smart move by the council. Or, perhaps, it would fuel the fire and show that they cared about what was being said. Only time would tell.

When the talk came to the expedition into Slag's Deep there was a moment of interest, Bao having stayed quiet while Zana voiced her concerns around Alyssia. Truth be told, Bao hadn't thought much of it himself, so his opinions likely differed from Zana's. Equally, Bao understood what was said from both sides. What drew his attention back, however, was the expedition. "I'm not a fighter, nor am I offering my services as one. But I was in the vault once before. If I can aid the expedition I would be happy to join. Perhaps my blessings will be useful along the way."

Upon the topic of the Glass Harbor, something Woe seemed passionate about seeing through, Bao nodded along to the discussion. As far as he was concerned, Woe had the entire idea planned out and there was little to no reason for anyone in the council to decline the idea. "Any support I can offer to you, Councilor Morandi, I would be happy to. I see no reason for an idea such as this to go ignored, for the sake of Egilrun and Scalvoris as a whole.""

Then, after some more discussion, came the talk of the hospital being made. When Zana suggested that Bao take the lead alongside Faith the small Cadouri smiled, sincere and wider than he typically would at most council meetings. Work was one thing, but Bao always tried to maintain that helping people was never a job. It was a privilege. "I would love nothing more than to help Dr Augustin, I'll be sure to get in touch and figure things out as soon as possible. Thank you for this opportunity" he nodded to Zana, then to Kura for agreeing that Bao should take charge on the matter at hand. It was something he could be excited about, meeting new people and working with them to create a good thing.

Perhaps it was what he needed to get himself back into the world more. When he had come to Idalos it had all been one big adventure. Now it was the same pattern, never exploring or doing anything. Maybe now it was a chance to see more of the world, explore as Saoire had told him to - all while helping those that needed it.

The letters. He'd almost completely forgotten about them until the Militant revealed there was still some sort of active investigation on them. "I've received one," he added, "though nothing else. No attempts, no following in the dead of night." He made a little waggling motion with his fingers. "All bark and no bite. I know the types." Frankly, he wished that they would do something after all - or the opportunity would open for him to have a little more of a direct impact on the investigations - but it seemed everything was being handled by someone, very likely deep underground somewhere in a place he'd never find. Leave those things to the spies, the lookouts, and the trained professionals he supposed. The meeting would continue on before long, with so many issues to dabble on and not nearly enough time to give them the attention they probably deserved. "If a citizen was facing threats then I'd honestly expect they be handled with considerable more care than us. But... I suppose escalation is in the cards, given enough time." It was a reluctant agreement.

This 'Slag's Deep' business. He hardly remembered the place, but the thought of a good fight, as they all seemed to think it would turn into, brought a little bit of a smile to his face. "If we're taking just about anyone, I'd be happy to offer my services," he added. "Entirely at the discretion of the Alberach and Chief Ranger, of course." He wouldn't say which one he openly supported on that call, because frankly it didn't seem worth the effort, but his eyes glanced to Kura for a moment and then settled back in the middle of the room.

"Aquatics. Never been much of my strong suit, personally," Nir'wei admitted with a chuckle and a rub to the back of his head. "Of course I will make time to visit the proposed Glass Harbour site and offer some considerations. There's already so much happening above ground at these times, it's funny to remember that there's a whole unexplored world right beneath our feet as well. A new harbour could offer a wealth of new possibilities in that regard." He nodded firmly. "The only limits, at this moment, are how much investment Egilrun and the Council are willing to put into it." His tone was positive, and considering he knew no coastlines off the top of his head around that area of significant cultural importance, there was nothing to suggest that he opposed the motion of Councillor Morandi moving ahead without the Council's approval on the matter either. Far be it to suggest that every building should somehow be forced to pass through his office for the sake of triple-checking. Not that he didn't like the idea of that, but he could just imagine the backlash for opening the floor.

And then, an absolute shotgun of suggestions. "The Badlands on Faldrass are... not somewhere I'd advise, for the moment at least," Nir'wei cautiously put forwards. "I would highly suggest not putting motions forwards to use it as potential building ground until a proper survey has been conducted. I'd be happy to do so and fill you in on the details as they come, if you'd still like, but there's nothing normal about those lands remaining as strangely empty as they have following what happened there." Though he couldn't possibly put his finger on what there was, it just wasn't right for nothing to be alive there. Nothing at all. "And these representatives of the Eternal Empire. They wouldn't, perchance, be meeting anyone besides our Foreign Affairs for any reason?" Somewhere hidden from view, Greyhide's tail wagged at the thought of another Wolfborn turning up. He'd never actually visited the Empire or known much about them, after all. Might be nice for a chance to learn a little. Maybe visit once. See what sort of welcome he'd receive.

Doran carefully noted the expressions on the faces of the Councilors as they entered, keeping an eye on them but staying busy with silent contemplation about the upcoming meeting with his analytical mind. The opening round of discussions brought many topics to light and led to a lively discussion.

Shania noted the date of the proposed open meeting discussed, as well as a reminder to ask about the specifics of the topic when the Council meeting concluded.

Rumors

Everyone had their opinions on the rumors, and some spoke up regarding the matter. Some mentioned a possible connection between said rumors and the letters people had received. Rand noted those who indicated they received the threatening messages, nodding while slipping a piece of paper out of a file in front of him, waiting until all had spoken before responding.

"By my count, the entirety of the sitting Council received them, although we weren't solely the targets." Glancing at Nir'wei, Shania, and Zana, he continued. "Citizens did receive them – a lot of them – as I said at the outset of the meeting, so yes, an escalation, I think, is what we are seeing. If the Chief Ranger can follow up on his lead and the Elements continue their investigation, I feel we may have more information to report soon."

Another thought came to him, which he quickly expressed. "As a few people stated, these Council rumors have swirled for as long as there has been a Council. Rumors are rumors, and I don't want to give them additional air. Still, we might consider that whoever has spread the rumors has been doing so since the beginning. This is simply a ramping up of their campaign – whatever that might be. It's a thought."

Doran's comment prompted another nod. "That's along the lines of what I'm beginning to think. Targeting the Council is one thing – but to target other high-profile people in Scalvoris feels very theatrical to me. If the rumors and letters are connected, then possibly they weren't getting the attention they craved from simply focusing on the Council and decided to branch out. Chief Ranger Mednix's information regarding the group out of Egilrun is concerning too, so I think following up on all the investigative paths is a prudent idea."

Oram confirmed he would keep the Elements in the loop, and for the moment, everyone moved on to other topics.

Slag's Deep

While it hadn't seemed like it would be a hot item on the Council's agenda, Slag's Deep got a fair share of attention once it was brought up, with several people offering to assist in whatever way they could. Woe, due to the proximity of the location to Egilrun and the ties of the people in the city to it, offered his support and threw in an idea about seeking assistance and aid from people in Egilrun that might be familiar with Slag's Deep. Bao had also been there and extended whatever knowledge and support he had for the cause.

Francis sat up in her seat a bit, tapping her fingers on the table. "That's actually an excellent idea. If there are people that worked there and are familiar with the layout, it seems to me that they would be prime candidates for a surveying mission. Councilor Bao as well with his experience."

Rand, as always, approached with caution. "I agree that some of these individuals would be useful, but we don't know what's happened, and there's reported unknown activity in the area. There needs to be a plan, and I'd rather no one go up there alone until we have a better picture of the situation." The Militant was a practical man. He knew that he wouldn't be able to stop anyone from poking around if they really had a mind to, and there were some inquisitive people on the Council. But he had said his mind on the matter and let it drop. "I trust the Chief Ranger to organize and choose his team wisely, and if he needs resources that we've mentioned, he'll let us know."

Shania picked it up from there, writing a few notes in her journal. "For what it's worth, I don't believe it would do any harm for Councilor Morandi to see who he might be able to find amongst his constituents in Egilrun that might be up to the task and provide those names to Councilor Mednix." The Accountant had carefully chosen her words but didn't elaborate on why. That was up to the interpretation of the others. "But I agree with the Militant that this needs to be organized and prepared for what's there."

Zana had some words for Kura, and the Council listened to what the woman had to say. The issue, however, was between the two, and for the moment, they allowed Kura to respond and clarify, waiting to see if that would satisfy the Foreign Affairs councilor.

Dead Immortals


The Trainer's words seemed to carry weight with Doran, and he spoke to them quite eloquently, as did Woe. They both brought up good points regarding Scalvoris and its identity towards Immortals. The Devout asked people to see the broader picture regarding guiding those that might be lost. As Doran's eyes found Stan in the gallery, the tunawa smiled and nodded but didn't offer any words – a good sign that he thought the matter was well in hand.

Zana added her support to Doran and Woe's words. Kura concurred and reiterated Doran's thoughts regarding guidance and support for the Scalvorians who followed the lost Immortals.

Leigh, The Proper, who had been quiet to that point, spoke up finally in support of the proposal. "I think it's a very humane and proper thing to do for our citizens, and I appreciate the opinions of all those here. I confess that I also had a challenging time with the idea, but I can see the wisdom in it now."

Shania glanced around, sensing the topic was nearing a natural conclusion. "If no one has any objections, I think we can leave this matter in the Devout's capable hands, yes?"

Glass Harbor

Once the conversation had settled down on the service of remembrance, Woe brought a proposal forward regarding the Glass Harbor. As he mentioned, some Councilors had been sent letters, so there was knowledge of the proposal already floating around.

Doran quickly voiced his support and asked the question that was probably on everyone's minds – how much. The Egg had already stated that he was willing to finance the project alone, but it remained to be seen how the rest of the Council felt.

Zana threw in her support, adding that she felt it was something the Council should fund fully if the cost were appropriate. Shania commented on the heels of that. "As presented, it certainly would appear to be something under the purview of the Council to cover. As Foreign Affairs mentioned, we would need a cost breakdown and analysis to ensure the numbers are reasonable, but I don't see any reason to delay obtaining that."

Kura concurred with the majority opinion supporting the idea, as did Bao. Nir'wei spoke briefly about a different angle on the proposed harbor but said nothing negative about the idea and lent his support as well. The remaining Councilors nodded and spoke varying words of encouragement for the project. All that seemed to be left was for numbers to be determined.

Alyssia

No one had said anything about the teenager's presence until Doran asked for an introduction. Each Councilor would have their reason for not addressing it, to not caring about the situation to having seen her speaking to Kura, or noting her proximity to Cally and figuring the matter was taken care of. Zana, however, did comment and Kura countered with the asked-for introduction and explanation.

Rand, a practical man whose life experience revolved around military regiment and order, decided to interject with a suggestion. "Perhaps it would be appropriate, in the future, to notify each other in advance of guests and students we invite to meetings and the purpose of their visit so any objections can be raised before the actual event? As for today, I don't have an issue with Miss Smooglenuff staying where she is."

A few people nodded at the Militant's comments, but mostly they seemed riveted on Zana and Kura's back and forth.

Jo'ne, who had been mostly quiet, decided to speak finally. "And what will it hurt if they go to the gallery? She will hear the same information regardless of whether she's in the gallery or here. There's no obvious advantage to her being closer to the table. Unless the Albarech planned to instruct during the meeting, which might be a bit distracting." It didn't seem as though the Almundian was willing to die on her chosen hill totrial, but it perhaps raised an interesting question for the others.

The rest waited to see what the other Councilors thought, either not having opinions one way or another or still forming theirs.

Job Descriptions, etc


Doran spoke first on the topic but related it to something he stated a desire for others to contribute discussion to – voting protocols. Shania was the first to respond, considering the matter carefully. "I think that the line in the sand, as it were, is difficult to pin down. Logically, one would say that anything that is fully within the remit of a certain area, such as religion, seems like it would naturally fall to the Devout. But what if said thing needs funding? As the Scalvoris Council, it seems less and less likely that things that come up are entirely within the purview of one department because they benefit all."

Tapping her quill on the table, the Accountant took a beat to think. "It's a good question. How much power should one person have without being checked by others? It's also an age-old question – we aren't the only ones to struggle with it."

Glancing around the table, she smiled. "I'd enjoy hearing what the other Councilors think about the topic the Devout has brought up."

Protocols for Foreign Visitors

Zana proposed to vote on establishing new protocols for visiting guests from other places and handed a paper to Shania that outlined the proposed costs of doing such a thing. Kura agreed, seconding the motion, but commented regarding Foreign Affairs desire for additional funding for the guest from the Eternal Empire. That piece of the puzzle was on hold for the moment, but Shania noted the vote request before asking one question to Zana, holding up the paper with the original figures on it. "May I pass this around to the other Councilors for review?" She assumed the answer would be yes, but it was only polite to ask. The second sheet handed to her, she kept for the moment since the Albarech was delving further into that matter.

Marcelle, who had been listening quietly, commented briefly. "When you say 'foreign visitors,' I assume the protocols will include the requirements to whom will be viewed as such?"

Nir'wei asked a question regarding the visitor from the Eternal Empire and waited for Zana to answer – an answer The Militant seemed especially interested in hearing.

As for the proposal to open negotiations with Desnind, no one seemed to voice any objections to that matter, so Shania set that aside for vote.

Mega-Hospital

Zana brought up Faith Augustin's proposed hospital, which all the Councilors were aware of due to the letters they received the previous cycle. Foreign Affairs put forward that Councilor Bao be tasked with coordinating any Scalvorian interests, to which the Albarech seemed to agree. All the conversation seemed to be positive with no objections, and Bao was quite happy to do so.

Museum on Faldrass

The proposal for the museum on Faldrass got much attention, mainly for the proposed location. The Badlands had been something of a mystery since the eruption, and even with them reported to be in full retreat now, the Elements were keeping an eye on them. Kura and Nir'wei spoke caution regarding the Badlands, and Rand echoed their sentiments.

"The reports from the sky regarding the Badlands have been promising, but I agree with The Albarech and Natural Affairs that there needs to be a formal survey and some groundwork before we can talk about building something there."

Shania then spoke, making a suggestion. "There's the Barony and two settlements on Faldrass. It might not be a bad idea to loop them in on how we decide to move forward there? It's a small place, and they may be of assistance. If we are working towards and in the spirit of collaboration, as Councilor Thetys suggested, this seems like a perfect chance to do so with those already living on Faldrass."

The floor was open for others to comment regarding the proposal, and the meeting continued.

She has worked as a businesswoman throughout the north and east of Idalos and her bottom line is the profit. She is nice, friendly and polite to everyone. She would also sell her grandmother for the right price.

Other Information: Leigh is the Mayor of Scalvoris Proper. She lives there and has her offices there. She is a friendly and very well organised woman who is keen to listen to all of the opinions on offer. She has trouble sometimes as she can have a bit of a tendency to avoid conflict, but that just means that she sits back and doesn't take sides. It certainly doesn't mean that she's lacking opinions.

As Alyssia's presence was singled out by Zana, Woe couldn't help but feel sorry for her. It wasn't her fault that the Albarech made presumptions about who she could include in meetings. Although it never occurred to Woe that they'd need special permission in order to bring along a guest. Still, Woe had to admit it felt improper to have her at the council's space, where she was as much a part of the proceedings as any councilor.

He didn't speak, either in support or opposition to her inclusion in these matters, however, but as she was sent to the Gallery with her chaperone, Woe made certain
to keep an ear out for anything they said to each other.
Just in the girl's best interest, of course, in case she was receiving bad intelligence or harmful opinions from the Albarech's assistant.

The matters turned toward discussion of Slag's Deep. Woe felt strangely put out by his exclusion for consideration for a expedition. Afterall, Slag's Deep's fortunes were deeply entwined and caught up in Egilrun's. It was that connection that had prompted his interest in Egilrun so many seasons ago. Even so, he was calm as he offered himself to the expedition. "I have the utmost trust that Chief Ranger Mednix should be more than capable of leading an expedition into SLag's Deep, and it's very important that we explore what we can there, in case there are lingering threats left behind. I would offer my own aid toward such an endeavor, if you'd allow it, given my experience in such adventures and combat experience. Otherwise, I'd be happy to leave it in his capable hands."

"Apart from that, yes I can find some useful help around Egilrun, from those who might be able to join such a venture. People who may have firsthand knowledge of its make-up and layout. There may be former guards of the prison who now live in Egilrun, for instance."

When the subject of Dead Immortals carried on, Woe shrugged. He thought it was clear that given Scalvoris' religious freedoms, that they've always enjoyed, whatever anyone thought of any Immortal, they still deserved respect. He had no objections to the proposal that the Immortals be honored, and so he said nothing.

"I appreciate the support to my idea for a Glass Harbor, and I will make it a priority this season to survey and explore the expenses that will be necessary to establish the facility." Woe nodded to each of the councilors who expressed support and interest, "It will likely need to be a new facility, north of Egilrun near the mountains, which would serve as a natural windbreak for an artificial harbor, which would have to be dug out. THe costs will be considerable, in terms both of labour and resources and time taken to build. But I believe it'll be worth the trouble."

"There's of course already a docks in Egilrun, but it serves only ships and boats with shallow drafts, and as such cannot support long-term voyages such as tallships are capable of undertaking. The Glass Harbor would have to be carved out from the land, deep enough that it can safely accomodate such vessels. I have an engineer and builder in my employ who I intend to put to work planning this structure."

Then they came to the topic of job descriptions, and of Zana's proposals for Protocol when it came to Foreign affairs. Both topics seemed interwined to Woe, as they originated from Zana. Although Doran had the most to say about them from what it seemed.

Particularly when it came to the subject of voting. "I think voting should be handled by the one we vote as worthy of accounting for the Nation's treasure. Shania as accountant enjoys the confidence of the Council. As for what constitutes the necessity for a vote? Possibly anything that bleeds into the concerns of another council member's department and may have an impact upon a whole. That said, perhaps we'd better answer Zana's letter, and think about what our position in this council means, and how we might work for the betterment of Scalvoris, rather than linger once a cycle in committee."

"As to the foreign affair's councilor's proposals regarding protocol, a few of us have already met with her previously, and discussed how we might contribute. What I offered then stands now, and I offer full support to her efforts. There are those, however, who were not privy to those discussions, but Councilor Delroth did well enough summing the results up in her proposals. This very much ties into figuring out what our roles are, and how they might be brought to bear against pressing problems. In action, rather than discussion in council meetings, particularly."

Woe had no specific concerns about any of the other proposals, and so said nothing further about what Egilrun's needs were with regards to the foreign powers she was discussing. Although if anyone had a query for him specifically about them, he would answer.

"Oh, and I think a Museum on Faldrass is a fine idea and may dovetail nicely into Scalvoris' religious and spirtual needs, particularly for those on Faldrass who are cut off from Ecumenical worship centers."
