A Hood In The Sweetwine Woods

History: Hood has been known to rob individuals passing through the Sweetwine woods late at night or in the darker seasons like Cylus and Ashan. Shortly after his attacks a portion of the stolen money is redistributed to the poor somewhere across Scalvoris- though the location fluctuates more than the Element's can keep up with. There is no predicting where Hood will go with the money, but it is very clear where he will ambush the wealthy who travel near him. Hood has robbed more than two dozen caravans of travelers over two arcs and has yet to be apprehended for more than a few breaks. Early on he was able to charm guards into letting him escape, but since those days he had become much more proficient at just not being caught.
Crimes: Robbery, aggravated assault, battery, unauthorized redistribution of wealth, unauthorized use of magic on traveling citizens (alleged, many sources claim that they were attacked by a bowman shooting fire from his bow but Elements believe he is just using flaming arrows).
Bounty Price: +2 WP dead, +4 WP alive. (Very high danger thread)
Fame: +5 Renown dead, +10 if brought in alive.
Other Information: While this individual sets himself up like a charitable do-gooder for the poor, a close look at the nels he has stolen compared the the nels he has redistributed will reveal that he is indeed keeping most of the wealth for himself. Some theorize he has a very good reason for this as well but no one has been able to contact him for an interview. Multiple threads should be made to track, find, and subdue this foe.
